Adopt an explicit license and contributor/governance model suitable for an open agent workspace.
- Compare Apache-2.0, MPL-2.0, AGPL-3.0 and dual/community approaches
- Document hosted-service and commercial-embedding implications
- Define contribution and DCO/CLA posture

- Repository gains selected license and notices
- Contributor expectations and decision authority are documented
